You can set up different email notification settings on a portal and user levels.
Portal-Level E-mail Notifications Settings
These settings are located in Settings → Administration → Email Notifications.
General Settings

When enabled, users will receive a notification when another user mentions them.
Content Updates

Topic updates
When enabled, watchers will receive a notification when another user updates a topic title or content.
Include content changes
When enabled, both Contributor and Power Reader watchers will have the version comparison snippet directly in the email body.
Workflow Changes

When enabled, watchers will receive a notification when another user updates the status of a topic or translation document.
Status self-changes
When enabled, watchers will receive a notification when they update the status of a topic or translation document themselves.

When enabled, users will receive a notification when they assign a topic or translation document to themselves.
Assignee change
When enabled, watchers will receive a notification when an assignee of a topic or translation document is changed.

User-Level E-mail Notifications Settings
These settings are located in the Email Notifications section of a user profile. The section contains all the settings listed above, which can be overridden on a user level by turning off the Use portal settings option.
Additionally, one extra personal notification setting is available:

Automatically watch topics
When enabled, a user automatically becomes a watcher of a topic or translation document they interact with: changes title or content, adds review comment, etc.
The Automatically watch topics setting is independent of portal-level notification settings and can be set up for each user individually regardless of the Use portal settings option state.
